ASCE - Austin Continuing Education July 27, 2010
Please join us at this year’s ASCE Continuing
Education Seminar at the University of Texas MCC
building. This year’s Keynote address will be
given by Austin Mayor Lee Leffingwell.

unemployed personnel may attend for a $25
donation. ASCE and TSPE members may attend for
a $125 donation and nonmembers may attend for a
$150 donation. Firms may sponsor this event for
$500, which includes up to 5 attendees, display
of marketing material, and a banner at the
event. Sponsoring firms will also have their
logo displayed on the registration page and
projected on the screen at the event. The Texas
Board of Professional Engineers requires 15
hours of continuing education credit per year;
this event will count for 7 continuing education

Linda Barlow Receives 2009 Citizen Engineer
Award!!
After graduating from high school in Galveston,
Texas, Ms. Barlow moved to Austin to attend the
University of Texas. She worked during school to
offset costs, first for the Texas State Senate
for two years and then for Austin Research
Engineers (ARE), Inc, a pavement specialty firm,
until her graduation. She continued to work for
ARE, and after the firm was purchased by first
Southwestern Laboratories/Huntingdon, then by
Maxim Technologies, and then by HVJ Associates,
Inc.
Ms. Barlow traveled around the US during the
first part of her career, working on various
airport and highway pavement projects in a
number of different states. Additionally, in the
late 1980’s she served the Austin Branch ASCE in
a number of roles including:
secretary/treasurer, treasurer, secretary, and
V.P. communications. After her first child, she
was able to stay in Austin working on various
street and airport projects for the City of
Austin and other surrounding cities. She
continued her participation in the Austin Branch
by sitting on the Engineering Management
Committee, and subsequently on other committees
including the 150th Anniversary Committee and
the Public Relations Committee, which she has
chaired for the last nine years.
Ms. Barlow is currently working as Senior
Project Manager in the Pavement Department of
HVJ Associates, Inc. She is experienced in civil
engineering work, including: traffic and
transportation, highway and streets, pedestrian
facilities meeting ADA requirements, and airport
pavements. Ms. Barlow's 20+ years of project
experience provides a well-rounded knowledge of
civil engineering work, with an emphasis on
evaluation, design, and construction of
pavements and associated traffic items. She has
significant experience working on City of Austin
funded projects.
During
her career, Ms. Barlow has prepared a number of
technical presentations at various conferences,
as well as taught a three-hour course on
flexible and rigid pavement design at an ASCE
continuing education seminar. |

Michael Kelly, P.E. Receives Government Civil
Engineer Award
Mr. Kelly has been a member of ASCE since 1999
and focuses his Member activities in the
Environmental Water Resources Institute (EWRI).
Since 1996, Mr. Kelly has been employed with the
City of Austin in the Watershed Protection
Department, where he is currently a Supervising
Engineer. Over the past 14 years, he has had the
opportunity to work in a variety of water
resource specialty fields including: Stream
Restoration, Stormwater Treatment, Flood Hazard
Reduction, and Wastewater Collection Systems.
Mr. Kelly’s most recent emphasis has centered on
Stormwater quality and quantity in the urban
environment. To that end, Mr. Kelly has been
working closely with the Urban Water Resources
Research Council within EWRI to bring a sound,
science based approach to the development of
Best Management Practices for construction and
post-construction phase Stormwater controls. Mr.
Kelly leads a team of City of Austin Engineers
in developing Innovative Water Quality Controls
(aka Green Infrastructure) and the related
Design Criteria needed to achieve compliance
with the City’s Water Quality Ordinances. In
addition, Mr. Kelly and his team have developed
state of the science guidance documents for
construction phase erosion and sedimentation
plans for projects completed within the City of
Austin. These design guidance documents are
being used as templates by government agencies
across Central Texas as emphasis on clean water
in the region increases.
Mr. Kelly received both his Bachelor’s and
Master’s Degrees from the University of
Wisconsin-Madison. His Master’s degree is in
Agricultural Engineering-Soil and Water
Resources. Mr. Kelly received the ASCE Texas
Section John B. Hawley Award in 2001 in
recognition of a Technical Paper of Outstanding
Merit entitled “Sediment Transport in Urban
Stream Restoration Design”. Mr. Kelly enjoys
working with local groups such as Habitat for
Humanity and American Youth Works to help build
a better Austin. |

Crespin
Guzman, P.E. Receives Award Honor
Crespin is currently employed by Klotz
Associates, Inc. in the Austin office as a
Regional Manager since September 2008. Prior to
joining Klotz Associates, he worked with Claunch
& Miller, Inc. since February 2003 after his
retirement from the City of Austin with almost
twenty five (25) years of service. That period
of time was spent between the Public Works
Department and the Water and Wastewater Utility
with the latter encompassing almost twenty (20)
years.
Born and raised in San Benito, Texas after high
school he joined the Army in 1963 and returned
from service in the Far East and Europe to begin
his collegiate experience in 1966 at Texas
Southmost College in Brownsville, Texas. After
his first year he transferred to the University
of Texas at Austin and graduated with a Bachelor
of Science in Civil Engineering in 1971.
He went to Brownsville to start his professional
engineering career. During this time he was
actively involved in several professional
organizations in leadership roles with the Rio
Grande Valley Chapter of the Texas Society of
Professional Engineers (TSPE), the Brownsville
Jaycees and the Rio Grande Valley Jaycees. In
1977 he returned to Austin to pursue a Masters
Degree in Public Administration and attended the
LBJ School of Public Affairs at the University
of Texas. In 1979 he joined the City of Austin
Public Works Department to begin his public
service career as a civil engineer in municipal
government.
This point in time also marks the beginning of
his involvement with several other professional
organizations related to the engineering
profession and extensive community service. He
joined the Texas Alliance for Minorities in
Engineering (TAME) and the American Society of
Civil Engineers (ASCE) while continuing with
TSPE and the Travis Chapter. In 1983 he joined
the American Water Works Association (AWWA) when
he moved into the City’s Water and Wastewater
Utility. Soon thereafter, he was instrumental in
founding the Austin Chapter of the Society of
Hispanic Professional Engineers (SHPE). In the
early ‘90’s during his tenure with the City of
Austin, he helped found the Austin Hispanic
Network (AHN), an employee organization
promoting personal professional development and
community service. Through the years he has
received a variety of awards and recognition
from all these organizations noting his service
and leadership.
Married to Maria J. Sanchez in 1968 they have
raised five children and currently have six
grandchildren. All five children are
professionals in their own right and include one
attorney, two civil engineers, one accountant
and one in marketing/sales. Two of them live
away from Austin. He and the family have been
active in their parish community over the years
and still continue to be involved. He enjoys
camping, horseshoes and some golf now and then.
